Harrow garden waste: £69 a year, and no refunds for signing up late

Harrow’s garden waste collection costs £69 a year for 2026/27, or £34.50 if you receive Council Tax Support. The subscription is annual only with no pro-rata for late joiners, direct debit is closed to new sign-ups, and refunds are limited to the first fourteen days.
