Garden waste is one of the few council services in Harrow you have to subscribe to separately, and the rules around it are less forgiving than most people expect.
What it costs

One bin is £69 for the year, which the council points out is about £2.67 a collection. Two bins are £124 and three £179, so each additional bin is £55. Residents receiving Council Tax Support pay half: £34.50 for one bin, £69 for two and £103.50 for three.
A Single Person Discount does not get you the reduced rate. Only Council Tax Support does.
The price has not moved. It is identical to 2025/26, and it came down from £75 in April 2023.

The rule that costs people money
The subscription runs from April 2026 to March 2027 and is annual only. There is no part-year option and no pro-rata: the council’s own FAQ asks whether a late joiner still pays the full fee and answers, simply, yes.
The practical consequence is that there is no deadline to miss, but also no saving in waiting. Signing up in September costs exactly what signing up in April costs, for half the collections.
Paying
Direct debit is closed to new sign-ups — payment is by card. Existing direct debit customers were charged on 4 March 2026, and can add or remove bins up to 19 February for the following year.
Refunds are only available if you cancel within fourteen days. There are no refunds for missed collections, and none if you move out of Harrow partway through the year.
The collections themselves
Collections are fortnightly. Bins must be within two metres of the front edge of your property by 6am on the day. The service pauses for two weeks over Christmas.
