Harrow PCN: what it costs, and how the appeal actually works
A penalty is £110 or £160, halved if you pay quickly. The part the council does not explain is what an informal challenge does to that discount.
London penalty charge notices work to their own rules, with their own levels and their own tribunal, and most national advice about parking tickets is wrong for Harrow.

Harrow states that its PCNs are either £110 or £160 depending on the seriousness of the contravention, reduced by 50% if paid within 14 days — or 21 days for some types, as printed on the notice itself. The 21-day window exists because those tickets arrive in the post rather than on the windscreen.
These levels come from the London-wide framework, where the current amounts took effect on 7 April 2025, the first change since 2011. Bus lane and moving traffic contraventions are £160 across every borough.

The stages, in order
The PCN is issued and you have 28 days to pay, with the discount in the first 14, or 21 for camera tickets. After 28 days the council serves a Notice to Owner, and you then have 28 days to pay or make formal representations.
If those are rejected you have 28 days to appeal to the tribunal. If you do nothing, a Charge Certificate increases the penalty by 50%, then an Order for Recovery registers the debt at the Traffic Enforcement Centre with a £10 court fee, and you have 21 days to pay or file a witness statement. After that comes a warrant and certified enforcement agents. Harrow names Jacobs and Newlyn.
Informal challenge or formal representation
These are not the same thing and the difference matters. An informal challenge, made before the Notice to Owner, is not part of the statutory process. A formal representation, made against the Notice to Owner, is — and it is the only route that unlocks a tribunal appeal.
Harrow does warn plainly that you cannot pay at the discounted rate and challenge at the same time. What it does not publish is whether it extends the discount period while it considers an informal challenge, which several London boroughs do. We have asked.
The only grounds that count
For a parking PCN there are nine statutory grounds: that the contravention did not occur; that you were not the owner at the time; that the vehicle was used without your consent; that a hire firm has supplied the hirer’s details; that the penalty exceeded the amount applicable; procedural impropriety; that the traffic order is invalid; that the officer was not prevented from serving the notice; and that the penalty has already been paid.
London Tribunals states that adjudicators cannot allow appeals for other reasons, including mitigating circumstances. Moving traffic contraventions have five grounds and bus lane four.
Where to send it
Harrow takes challenges in writing only — its parking team does not take calls about PCNs. Appeals go to the Environment and Traffic Adjudicators at London Tribunals, and there is no charge for appealing. The penalty does not increase while an appeal is being considered.
One further consequence worth knowing: three or more unpaid PCNs disqualify you from holding a Harrow parking permit.
