Freedom Pass in Harrow: who applies to whom
The older person’s pass is handled entirely by London Councils. The disabled person’s pass is assessed by Harrow.
There are two Freedom Passes and they are administered differently, which is the source of most confusion about them.
The older person’s pass

This is handled entirely by London Councils, not by Harrow. You become eligible on the date you reach state pension age — currently 66 — and can apply from fourteen days before. You must live in one of the 32 boroughs or the City as your sole or principal residence; working or studying in London is not enough. It is free.
One trap is worth flagging because London Councils is running a warning about it: a 60+ Oyster photocard does not transfer to a Freedom Pass automatically. You have to make a fresh application. If you are between 60 and 66, the 60+ London Oyster photocard from Transport for London is the card you want in the meantime.
The disabled person’s pass

The fee is £10 and refunded if you are turned down — but processing runs to sixteen weeks.
This one Harrow assesses. The condition must be permanent or have lasted, or be expected to last, twelve months. Automatic qualification comes with the higher rate mobility component of Disability Living Allowance, with Personal Independence Payment at 8 or more points for moving around or communicating verbally, or with a War Pensioner’s Mobility Supplement.
It is also available if you are registered severely sight impaired, have bilateral hearing loss of 70 dBHL or greater in both ears, are without speech, or are unable or virtually unable to walk. You upload a passport photo, proof of address, photo identification and your full benefit letter. Processing takes up to sixteen weeks, and appeals must be made within four weeks.
What each pass covers
Both give free travel on bus, tram, Tube, DLR, London Overground, the Elizabeth line and most National Rail services within London.
The older person’s pass is free at any time on Monday to Friday except between 04:30 and 09:00 — 09:30 on National Rail — and free all weekend and on bank holidays. The disabled person’s pass carries no time restriction at all.
The rose symbol on the pass also gives free local bus travel across England, from 09:30 to 23:00 on weekdays and at any time at weekends and on public holidays.
Renewal
The five-year expiry date on the card is the lifespan of the chip, not the length of your entitlement — a pass can be stopped at any time if you stop meeting the criteria. The last renewal cycle ended on 31 March 2026 and passes were renewed automatically, with replacements sent out by the end of January 2026. The next renewal falls due on 31 March 2031.
