Harrow council tax 2026/27: what every band pays
Band D is £2,511.07 this year, up £115.21. The adult social care precept has not gone — it has stopped being shown separately.
Harrow set its 2026/27 council tax at £2,511.07 for a Band D property. Bands are fixed multiples of that figure, so every other band follows from it.
What each band pays
Noise complaints in Harrow: there is no night service
The council says so itself. A party at 2am cannot be dealt with at 2am.
Band A, for properties valued at up to £40,000 in 1991, is £1,674.05. Band B, £40,001 to £52,000, is £1,953.05. Band C, £52,001 to £68,000, is £2,232.06. Band D, £68,001 to £88,000, is £2,511.07. Band E, £88,001 to £120,000, is £3,069.09. Band F, £120,001 to £160,000, is £3,627.10. Band G, £160,001 to £320,000, is £4,185.12. Band H, above £320,000, is £5,022.14.
Those 1991 values are not a mistake. Council tax bands in England still rest on what a property was worth on 1 April 1991, whatever has happened to it since.

Where the money goes
The bill has two parts. Harrow’s own element went from £1,905.48 to £2,000.56, a rise of 4.99%. The Greater London Authority precept went from £490.38 to £510.51, a rise of 4.10%.
Inside the GLA figure, policing takes £334.13, up from £319.13. The London Fire Brigade takes £76.85, up from £71.72. The GLA itself takes £22.44 and Transport for London £77.09, both unchanged. City Hall describes the increase as the equivalent of £1.68 a month.
The adult social care precept has not disappeared
For years the bill showed a separate adult social care line. This year it does not, and that has been read as the charge being dropped. It has not been. Harrow’s own guidance says its figure includes a permitted 2% increase for adult social care, which is no longer required to be shown separately, alongside a 2.99% general increase.
Checking your band
Bands are set by the Valuation Office Agency, which became part of HMRC in April 2026, not by the council. You can look up any address free through the government’s band checker.
Challenging it, and why most people cannot
You have a legal right to challenge your band only if you have been paying council tax on the property for less than six months, if the valuation office changed your band in the last six months, or if the property or the area around it has physically changed.
Outside those circumstances you can ask for a band review, but you have to bring the evidence: the addresses of up to five similar properties in a lower band, or sale prices from between 1 April 1989 and 31 March 1993. Averages from property websites are explicitly not accepted.
A proposal takes up to four months to decide and a band review up to twelve. If you had the legal right to challenge, you can appeal to the Valuation Tribunal within three months, free. Throughout all of it you must keep paying.
